Ready Made Garments (RMG) Facilities Inspections


NMCI Bangladesh Ltd. has a fully dedicated inspection/engineering team to carry out Safety Inspections. NMCI Bangladesh has already conducted a number of RMG facilities inspections.  NMCI inspection report offers compliances of international standards as well as comprehensive guidance in improvement on health, safety and environmental issues for readymade garments industries.

 

Safety Inspection carried out by our inspectors cover the following:

  • Examination of the safety management system

  • Facilities and activities of the organization on safety aspects

  • Assess the prevailing hazards

  • The level of prevention, protection and emergency management

  • Prepare a recommendation to upgrade safety inputs to avert mishaps and limit consequences

 

The objective of safety inspection is to:

  • Verify compliance with established standards (regulations, internal policies and industry wise standards of practice)

  • Identify deviation from designed and planned operating and maintenance procedure and standards.

  • Identify conditions or operating procedures that could lead to an accident and significant losses to life & property.

 

The recent disastrous incidents which caused huge loss of lives and properties in Bangladesh have compelled NMCI Bangladesh to strengthen its team and processes, specifically to take care of the shortfalls identified in RMG facilities in Bangladesh.

 

NMCI’s Comprehensive Inspection work scope includes review of:

  • Architectural Design and relevant aspects.

  • Structural Integrity of Buildings

  • Fire Safety, and

  • Electrical Safety.

 

Given below is NMCI’s scope of approaching:

 

A) Structural Inspection:

·     

  1. Obtain information regarding the Design, Construction, Maintenance, History of the building:

  • Foundation

  • Basement

  • Roof

  • Interior

  • Exterior

  1. Foundation Basement Roof Interior Exterior

  2. Assess the structural adequacy of the building by checking the structural plans and calculations and reconstructing the structural plans;

  3. Carry out tests on the construction materials used and structural elements of the building;

  4. Conduct load test on parts of the building as and when necessary;

  5. Recommend proper safety precautionary and remedial measures to restore the structural stability and integrity of the building structure.

 

 

Inspector’s documentation includes:

 

A) Fire Safety Inspection:

 

The inspection is aimed at reviewing the implemented Standards which should establish minimum criteria to minimize danger to life from the effects of fire including smoke, heat, and toxic gases created during a fire.

 

The following major areas are checked during the inspections:

 

            Check if there are adequate:

  • Smoke detectors

  • Fire Extinguishers

  • Sprinklers

  • Hose reels

  • Sand/water Buckets are properly filled and adequate quantity

 

            Check records/Cards:

  • Fire Extinguishers checked routinely

  • Hose Reel pressure is OK

  • Routine Fire Drill is conducted

  • Designated Fire Officer
     

            Check:

  • Placement of Fire Extinguishers are well Marked

  • Fire Extinguishers are securely placed on easily accessible wall area

  • If Routine Evacuation Drill is conducted

  • If Management and workers have been adequately trained

            Check:

  • All Exit paths are well marked

  • All Exit Paths are unobstructed

  • Ventilations installed

  • Only authorized people have access to relevant sections of the building

  • Visitors Log Book is available

  • First Aid Training is provided

  • Security Personnel available

  • Adequate CCTV system Installed

Inspector’s documentation includes:

 

A) Electrical Inspection:

 

 Electrical Plan and its implementation is another important area for the overall Safety Inspection.

 

            Obtain Electrical Plan and Check:

  • Plan approved

  • All electrical outlets are per CODE

  • Circuit Breaker

  • Switch Box

  • All switches functions

  • Access obstructed

  • No damaged socket plug and/ or switches

  • No damaged and / or exposed electrical wiring

  • Emergency Lights installed in each floor, hallway, stairs and all exit points

  • All Electrical Panels are well marked and covered
